Ms. Shelton joined Stone Pigman in 1997 and is a member of the firm. Her practice is concentrated in energy matters, public utility regulation, environmental law, and commercial litigation. She handles cases involving electric utility rates, energy market rules, and various commercial matters. Ms. Shelton regularly represents the Louisiana Public Service Commission before state and federal courts and federal agencies, as well as matters pending before the Commission.

Representative Matters
Represents the Louisiana Public Service Commission in proceedings before the Federal Energy Regulatory Commission and the U. S. Court of Appeals for the D.C. Circuit regarding cost allocations among operating companies of Entergy Corp. and other Louisiana electric utilities.

Represents the Louisiana Public Service Commission in various dockets concerning requests for rate increases, development of formula rate plans and certification of new generating units for various electric utilities in Louisiana.

Represented the Louisiana Public Service Commission in various proceedings at both state and federal levels regarding RTO development and proposed federal transmission and wholesale energy market rules.

Represented electric service provider organization in development of environmental regulations.

Represented various manufacturers in products liability suits.

Represented the City of New Orleans in several suits alleging under-payments by the City of New Orleans to various retirement funds.

Represented lessee in multi-faceted dispute over long-term timber lease.

Education
Ms. Shelton graduated magna cum laude from the Tulane University School of Law in 1996, where she received a certificate of specialization in Environmental Law. Ms. Shelton was a member of the Order of the Coif; Tulane Law Review, 1995-96; the Tulane Moot Court Board, 1994-95; and Notes and Comments Editor of the Tulane Maritime Law Journal, 1994-96. She received her undergraduate degree, magna cum laude, from Tulane University in 1993.

Professional and Civic Activities
Ms. Shelton is a member of the Federal, American and Louisiana State Bar Associations and the bar of the United States Supreme Court. Ms. Shelton is Chair of the Public Utilities Section of the Louisiana State Bar Association.

Ms. Shelton is an Adjunct Professor of Law at Tulane Law School, where she teaches a course in Sustainable Energy Law and Policy. She has also been a guest lecturer on the topic of Public Utility Regulation and Evidence Law at Tulane and Louisiana State University Law Schools. She has served on an Energy Policy Task Force for the City of New Orleans.

Ms. Shelton was law clerk to the Honorable Jack C. Watson and the Honorable Walter F. Marcus Jr., both of the Louisiana Supreme Court, 1996-97.
