Mr. Darce joined Stone Pigman in 1983 and is a member of the firm. His practice is focused on energy matters and includes representation of the Louisiana Public Service Commission before state and federal courts and federal agencies, as well as matters pending before the Commission. Mr. Darce was admitted to the Louisiana bar in 1983.
Representative Matters
Represented a state regulatory agency in proceedings before the Federal Energy Regulatory Commission regarding the allocation of costs among the affiliates of a public utility holding company.
Represented a state regulatory agency in bankruptcy proceedings related to a generation and transmission cooperative.
Represented a state regulatory agency in proceedings regarding the issuance of asset backed securities to finance storm damages incurred by two public utilities.
Represented an offshore leaseholder client in proceedings in federal court in which an interstate gas pipeline attempted to invalidate a long term gas purchase contract.
Represented the State of Louisiana in a claim for overpaid royalties and severance taxes arising out of a settlement with the Department of Energy for violation of crude oil price control regulations.
Regularly represents state regulatory agency staff in various retail ratemaking proceedings.
Represented national pipe manufacturer in litigation related to the breach of a purchase contract for the construction of a sewerage system.
Represented a group of medical practitioners related to the breach of a partnership agreement to construct a medical facility.
Represented entity constructing aquarium in litigation attempting to block the permitting of that construction.
Represented brokerage house and broker against unsuitability and churning claims.
Represented large landowner in mineral rights litigation seeking cancellation of mineral lease.
Represented parish taxing authority in litigation challenging levy of property tax for water and drainage district. Education
Mr. Darce graduated from the Louisiana State University School of Law in 1983. He was selected to the Order of the Coif, Phi Kappa Phi and was named to the Louisiana Law Review. He received his undergraduate degree from Louisiana State University in 1980. Professional and Civic Activities
Mr. Darce is a member of the Energy Bar Association and has served on various committees of that organization over the years. He is a past member of the board of the New Orleans chapter of that organization. He is also a member of the American, Louisiana State and New Orleans Bar Associations. He has worked with the United Way of Greater New Orleans, the Archbishop's Community Appeal, and other charitable organizations. He is a member of Mary, Queen of Peace Catholic Church and has been involved in church and school activities for many years. Publications
